NAAP’s 2019 NYS Legislative Session a Success
State Assembly & Senate pass two major pieces of the Association’s legislative agenda
NAAP’s 2019 New York State legislative campaign was successful in securing State Senate and Assembly approval of two key pieces of the Association’s agenda:
- Legislation to require private insurance coverage for services provided by Mental Health Practitioners (MHP) and Clinical Social Workers (A670A – Sponsored by Assemblymember Harry Bronson (D-Rochester) and Senator Tim Kennedy (D-Buffalo).
- Legislation to allow for Medicaid coverage for MHP services (S3421A – Sponsored by Senator Diane Savino (D-Brooklyn & Staten Island) and Assemblymember Bronson.
Both of these initiatives will provide much-need access to mental health services for the State’s most vulnerable populations. Links to information on the bills (including text, sponsor memos and voting records) are provided here: A670A and S3421A.
Now we must continue the push to secure Governor Andrew Cuomo’s signature on the bills.
NAAP worked in concert with NYS Mental Health Counselor’s Association, the NYS Association for Marriage and Family Therapy, and the New York State Clinical Social Workers to advance these initiatives. In addition, the NYS Coalition for Children’s Behavioral Health provided intrinsic support, detailing the need for licensed professionals within the service provider community.
We welcomed the opportunity to work with these professionals, thank them for their efforts, and look forward to working with them as we seek Governor Cuomo’s approval of the bills.
Next steps: In the coming weeks, we will asking you to help us with our advocacy to the Governor. Please give some consideration to how the legislation will assist you (as a practitioner or as an Institute) in serving the mental health needs of New Yorkers. Your input will be important as we build our case for Executive approval.
NAAP’s lobbying dollars reap substantial dividends
With the help and advocacy of our lobbyists, NAAP has benefited in the NYS Attorney General’s settlement with ValueOptions insurance–a first step toward our goal of parity in reimbursement.
We continue to negotiate and advocate for complete parity for psychoanalysts regarding insurance reimbursement. This includes communicating with the state Attorney General regarding our inclusion in Timothy’s Law.
Additionally, we are actively supporting and advocating legislation that would mandate insurance companies’ providing OON coverage under the ACA.
